Any person wanting to obtain a certificate or permit to transport passengers for compensation, by motor vehicle, over any public highway of this State, must submit this application with exhibits . A certificate or permit issued by the PUC is required under Section 271-8, HRS
except for persons transporting passengers without charge, operating
school buses and other transportation means as provided under Section 271-5, HRS.
