Any person wanting to obtain a certificate or permit to transport property , by motor vehicle, over any public highway of this State, must submit this application with exhibits . A certificate or permit issued by the PUC is required under Section 271-8, Hawaii Revised Statutes (HRS)
except for persons transporting their own property, towing disabled or
wrecked vehicles and other transportation means as provided under Section 271-5, HRS.
